This photo is of one of the more unusual junipers, the Himalayan Juniper, Juniperus recurva, which is a monoecious species. Most junipers are separate-sexed (dioecious) but this one has separate sexed flowers of both sexes on the same tree. Because of this, it can not be had in a pollen-free version, and it is not a recommended tree for low allergen or allergy free gardens or landscapes. Note in the photo that this particular juniper has both male pollen cones, and female juniper berries.
With most other junipers commonly found in landscaping, the presence of berries on a plant means that it is female. With this one though, it does not.
Note: Dioecious is Latin for "one house." Monoecious is Latin for "two houses."
