These willow flowers are growing on a male willow tree. Each cluster of flowers has hundreds of individual stamens, each of them tipped with a pollen-filled anther. In each anther there may be thousands of grains of pollen. Willow pollen is quite allergenic, but keep in mind that it is perfectly easy to grow female willow trees instead of the males, such as the one above.
